Biography

After graduating from the University of Bucharest with a degree in Law, he became a local judge. Following his time in the judicial profession, he returned to the University of Bucharest where he undertook a Doctorate in Geology. Dr. Constantinescu was elected as Vice-President of the University of Bucharest and became its President from1992 until 1996. During his presidential mandate from 1996 to 2000 (as President of Romania), Dr. Constantinescu opened the crucial way for Romania towards joining NATO and the EU. He launched, together with President Bill Clinton in Bucharest, "the Romania-US Strategic Partnership," which allowed Romania to start EU accession negotiations (Helsinki 1999). (more)
